In Russia phone numbers will be ''mobile''

It is possible that Russian mobile subscribers can receive mobile numbers on the property: this will allow, for example, to supply, resell and even bequeath by inheritance.
The Kommersant newspaper talked about the initiative. Under current legislation, subscriber numbers are not privately owned. The numbering capacity belongs to the state and operators receive numbers at a fixed rate for a certain period of time, with reference to a specific region.
Fair Russia deputies Fedot Tumusov and Dmitry Ionin of the State Duma propose amendments to art. 45 of the “On Communications” Act, in fact, allowing the transfer of cell phone numbers to private property.
The document says that the subscriber "has the right to keep the subscriber number allocated to himself, in addition to discarding it, including transferring it to third parties in a refundable or free manner". In this case, it is necessary to send an appropriate notification to the operator, and the service itself will be classified as additional.
The project's authors believe that cell phone numbers are becoming increasingly “economically valuable”. In fact, a certain analogy is being drawn with the domain names of the sites.
The question of saving and using one more subscriber number becomes especially relevant if a person, for example, maintains a popular channel on social networks, participates in cryptocurrency exchanges, conducts business online or simply has an account with a large number of subscribers ”, affirm the authors of the document.
However, experts believe the project is unlikely to pass. Telephone numbers are now one of the most popular identifiers. Transferring them to private property will give rise to new fraud schemes and reduce the quality of data from telecommunications operators.
