The Russians' data will be inserted into a single state database

The deputies of the Russian Federation adopted in the third final reading the law “In a unified federal register of information that contains information about the population of the Russian Federation”. It is supposed that this information record helps to reduce the time for the provision of state and municipal services and also to increase the level of effectiveness of public policies.
It is known that the register will contain specific data about the citizens of the Russian Federation, including full name, date and place of birth, sex, SNILS, TIN, citizenship and marital status. This resource will be maintained by specialists from the Federal Tax Service, using their own information and data from the Ministry of Internal Administration, Ministry of Defense, Ministry of Higher Education and Science, etc. The task of protecting user data will also be entrusted to the tax authority. In addition, the law introduces the concept of "identifier", which indicates "a set of information about a person in a state information resource". Access to citizens' data will be available to state and municipal authorities, IFC, notaries, electoral commissions, as well as citizens themselves and their legal representatives.
The information system is expected to go into operation on January 1, 2023, the law itself will enter into force on January 1, 2022 and some of its rules will come into effect in 2024 and 2025. The law's authors are confident that the system information will assist in combating crime and fraud in obtaining social support measures and paying taxes, fees and other mandatory payments. In addition, the registry will increase the collection of payments for budgets of all levels.
