If you want to use Office 2019 you will have to upgrade your computer to Windows 10. If you do not intend to upgrade the operating system then you will have to purchase an Office 365 service subscription.
The decision will result in business incentives to subscribe to Office 365 or get them to upgrade to Windows 10, two positive situations for Microsoft. Note The Verge that the decision is only related to Windows and not to the Mac, which is governed by a different agenda.
