The samrtphone will become a central e-management tool in the near future

It has been accepted by the government National Digital Citizenship Program, which can be implemented in several stages in the coming years by the National Digital Agency, i.e. DMÜ, which was created this year – the organization announced on Friday. Among them, providing digital personal identification has been set as a priority, so that Hungarian citizens can achieve it using their smartphones as early as next year.

Based on the digital citizenship framework, effective and comprehensive basic digital services operating on a unified platform will be established, enabling the management of digital cases. These basic services are electronic personal identification, ePosta, electronic document management and electronic payment.

According to the program, the first and most important basic service is easy-to-use digital personal identification, which can support many complex administrative processes.

The new digital personal identification application will be developed and implemented in accordance with the European Union's eIDas regulation, which is currently being updated. With the help of the mobile wallet, which can be used in a simple and transparent way, users can access the digital citizenship platform as planned, prepare their tax returns, apply for subsidies or even manage their ePosta interface.

In accordance with European Union requirements, the application will be able to receive and store user data with an adequate level of encryption. Its functions will include mutual authentication to external parties (public or private), the sharing of designated data, and the creation of authentic electronic signatures. The application provides all this in a simple and user-friendly interface, which will be compatible with the systems of other actors (even foreign ones).

In addition, the program also details the guiding principles according to which it is worth transforming the Hungarian ePosta system. Accordingly, your user interface should be easy to understand, capable of displaying different correspondence flows in a structured way and without downloading additional documents, both on the web and on mobile. Communication with the offices must be accepted as an official letter, to which both state bodies and citizens can refer. If necessary, the solution can also be associated with external private actors, whose correspondence can be accepted as an authentic notification. State actors should not only be given the opportunity to use ePosta, but should be encouraged to shift as much as possible from less cost-effective paper-based notifications,” the program states.

eDocument management is a digital solution where citizens and companies can find the documents accumulated during their administration and the State data stored on them in a single place, in a friendly way. In Hungary, tarhely.gov. hu has similar but more limited functionality, for example official administration related documentation is not saved in the interface and therefore cannot be retrieved by citizens.

Finally, the ePayment solution will be a service environment through which transparent, user-friendly and officially accepted online payment is implemented, so that the payment process for transactions involving payment can be significantly simplified. Although simpler and more transparent payment solutions are already available in some agencies in Hungary, in many places only complex and difficult to transparent processes can be used. For example, the National Tax and Customs Administration (hereinafter: NAV) payment system has the option of online card payments, but the service is not available for all case groups.

The advantage of the Internet banking card payment solution (currently known as the Electronic Payments and Receipts System, i.e. EFER) is that it allows efficient settlement of the various State Treasury accounts, so that the payer can be identified and the respective office is also quickly notified of the payment. According to DMÜ, the development and standardization of the current EFER system can be an effective ePayment solution for citizens.
