Personal data thousands of Russian citizens are on Darknet, for sale

According to Kommersant, a database of data from participants in the electronic voting on amendments to the Constitution is offered for sale on the darknet. It contains information on 1.1 million voter passport numbers and series, sold at 0.5 per line. If you buy in bulk, the price drops to per line.
The database vendor, contacted by Kommersant journalists, said it was "completely new". Demand is high and has already managed to sell more than 30,000 rows of data.
Passport numbers are useless, noted the publication's interlocutor, however, supplemented with other data, for example, names, SNILS and TIN numbers, they begin to acquire interest from attackers. This service is also provided. The seller offers to update the data according to the corresponding request from the buyers. As an example, he sent a screenshot of that database combined with the victim's surname, first name, patronymic, TIN and business data.
Authorities previously denied the leak of user data in the electronic voting on the Constitution. According to Kommersant, the head of the department for the improvement of territorial management and the development of intelligent projects by the Moscow government, Artem Kostyrko, in an interview with Echo Moscow, denied that the voter base had appeared in open access.
The press service of the Moscow Department of Information Technology (DIT), which TASS reporters contacted, also denied the data leak. “Since the beginning of 2020, there has been no leakage of data from the Moscow government's information systems. The information systems of the Moscow government are protected in accordance with the legal regulations in force in the field of guaranteeing the security of state information systems and personal data information systems; they have a certificate of compliance with information security requirements, ”said the press service.
