The executive also warned that the measure "threatens to block users in Europe from seeing content that is already available on creator channels everywhere.""The proposal could force platforms, such as YouTube, to only allow content from a small set of large companies. It would be too risky for platforms to receive content from small creators of original content because the platforms would be responsible for that content, "explains the leader of Google's video platform.Wocicki ends with a call for content creators on YouTube to reflect on Article 13 and how it can affect them so they can start spreading the word about the importance of preventing the measure from being implemented.As TorrentFreak recalls, if implemented, Article 13 would prevent any user from using copyrighted content, thereby calling into question types of shares such as 'memes'. In this way, platforms like YouTube, Facebook and Twitter would be forced to remove this type of publications.
